Try the following and test after each:

  1. Uninstall mouse driver and reinstall
  2. Update Graphics Driver
  3. Update Realtek Driver
  4. Disable Cortana
  5. Disable Fast Start Up
  6. Disable scroll on inactive windows in mouse settings. Switch it on and off 2-3 times.
  7. Change power management for USB Settings: Press the Windows Key + S and begin typing, and click on Device Manager. Double-click on USB Root Hub and then the Power Management tab. Uncheck Allow the computer to turn off this device to save power.
  8. Change Refrfesh Rate to 60
  9. If its logitech download the firmware update tool from here  https://www.majorgeeks.com/files/details/logitech_firmware_update_tool.html
  10.  Find the Realtek audio.exe process from the Processes tab and right-click it to choose End Task
  11. On my Helix, the Realtek High Definition Audio driver dated 6/16/2015 version 6.0.1.7535 is installed along with an Intel(R) Display Audio.  In the start up, following are loaded:

    "C:Program FilesRealtekAudioHDARAVBg64.exe" /FORPCEE4
    "C:Program FilesRealtekAudioHDARAVBg64.exe" /LENOVO_MICPKEY
    C:Program FilesRealtekAudioHDARAVCpl64.exe -s

    By disable these 3 start ups in the Task Manager then reboot, the mouse and keyboard runs smoothly with no jitters.  No need to disable the sound drivers in Device Manager. There are no adverse affect on sound output in music or video playback.

  12. Instead of exiting realtek drivers You just need to disable the FMAPP.exe and the problem is fixed.  I found the FMAPP.EXE file in D:DriversAudioVista and Vista64 directories.  I renamed it to FMAPP_bad.EXE and rebooted.  The mouse problem is gone and my audio still plays.
